more or less. AUCTeX uses a non-standard library that interfaces with the toolbars at a very low-level ("toolbarx"). It also displays an additional icon using a very uncommon interface (via a mode keymap, with the `toolbar' prefix) - that's the Preview icon. That is why customizing the AUCTeX toolbar is very difficult to do for Aquamacs.
I don't know why "New" is missing, but would want to wait for the AUCTeX people to clean up their code (and it seems they might) before spending more time on the Aquamacs-side of toolbar issues.
