Neither of them.
Something has changed upstream (emacs24) and as a consequence, the building process broke.

During a typical merge from Emacs 24, a lot of things break, because Emacs 24 is in very active development.  So all of these problems need to be diagnosed and fixed after the merge.   This is one of them.  I'm merging it, so I'll fix it.

But this is an example of why such merges can't happen too often!
